Should CEO be held responsible?

As we know, Anthropic (Claude) didn’t make the deal because they knew their AI isn’t advanced enough for autonomous weapons and they don’t want mass surveillance. On the other hand, OpenAI made the deal. But we all know governments don’t always follow rules. There have been many times when they were caught misusing power or mistreating people, for example cases where the FBI was accused of torture, as well as war crimes revealed by WikiLeaks and other sources.
