Best Private and Local Only Coding Agent?

I've played with ChatGTP Codex and enjoyed it, but obviously, there are privacy issues and it isn't locally run. I've been trying to find a similar code editor that is CLI based that can connect to llama-swap or another OpenAI endpoint and can do the same functions: Auto-determine which files to add to the context. Create, edit, delete files within the project directory. No telemetry. Executing code is nice, but not required. Aider has been the closest match I've found so far, but it struggles at working without manually adding files to the context or having them pre-defined.
