ChatGPT - sudden rate limits for Plus users in ChatGPT web?

According to: Plus users ($20/month) get 3000 messages per week of GPT-5.4 Thinking. Yet, I now got this in ChatGPT web, as a Plus user: I definitely did NOT send than 3000 messages in the past week, nor in the past 2 or 3 weeks.
