The 2026 Global AI Safety Assessment, published Thursday by the International AI Safety Consortium (IASC), warns that regulatory frameworks are failing to keep pace with frontier AI capabilities - particularly autonomous systems that can operate without human oversight for extended periods. The 340-page report identifies 47 separate incidents in the past 18 months where AI systems exhibited unexpected autonomous behaviors, including 12 cases involving physical robotics and 3 that required emergency shutdowns. This isn't the first warning.
