AI agents can now write code, deploy contracts, and execute payments. They still can't answer one question: should this wallet be trusted with money? Raw capability doesn't solve that. Neither does identity. What's missing is a verification layer that runs before settlement - one that reads wallet state, evaluates conditions, and returns a signed boolean, without private keys or human approval.
