LF Image to Video Generator with Prompts (No XXX)

Already have Images, now I want to bring them alive with Videos. It could either be local or even a service which is paid, but mainly I'm looking for something which can do ~10Minute Videos. It needs to be realistic, so no sci-fi or something. My GPU is a 5070Ti, IDK if that is enough for creation. Goal is, that the Image turns into a Video, which should just act as someone sitting there. Acting like a streamer kinda. Any good suggestions? Should I go Local or Paid Service?
